Activities of the Ministry of Justice in the sphere of legal expertise of draft normative legal acts in 2017

The Ministry of Justice conducted a legal expertise of 3,163 draft normative legal acts of ministries and departments, their number increased almost twice compared to 2016 (1737).

Based on the results of the legal expertise, legal opinions were given on 2171 (68.6%) projects, 2017 projects of which are signed (without comments 632 projects, with comments 1385 projects).

Based on the results of legal expertise, 154 (7%) projects were denied in signing.

992 (31.3) projects were returned without legal expertise, as a result of the violation of the requirements of the Government Regulations.

The territorial bodies of justice carried out an expertise of 1,144 drafts of normative acts of local state authorities  (including, 1002 draft decisions of khokims, 142 draft decisions of the Kengashes of people's deputies). Based on the results of the legal expertise, 956 (83.5%) of the projects are signed  and 185 (16.1) projects are returned, as a result of infringement of the requirements of legislative acts.

The Ministry has monitored and analyzed the state of implementation of a number of presidential and governmental decrees, State programs, the results of which were sent monthly to the President's office and to the Government. In particular,

• the process of developing normative and legal acts specified in the State Program for the implementation of the Action Strategy for the five priority development areas of the Republic of Uzbekistan in 2017-2021 in the Year of Dialogue with the People and Human Interest;

• Implementation of the State program for drafting laws;

• 14 adopted resolutions of the Government on social and economic development of the territories and others.
