• Institute of Notary in the Republic of the Uzbekistan

  A notary is a legal institution designed to ensure the protection of rights and interests of individuals and legal entities by notaries performing notarial acts provided for in legislative acts and actions of a legal and technical nature directly related to them.

  State notary offices are included in the system of the Ministry of Justice.

  Notarial acts are performed by state notaries, who are considered as civil servants.

  There are 611 state notarial offices operate in Uzbekistan with:

  895 notaries;

  895 notary assistants;

  1,038 notary secretaries;

  223 full-time notary interns.

  On average, there is one notary for 36,000 citizens.

  One notary performs annually an average of 4,800 or 400 notarial acts per month (on the example of 2018).

  Positive experience in the field of notary:

  As part of active notarial model, notarial actions are carried out on the principle of “single window”;

  status of the automated information system “Notary” is determined by law, all notarial actions are performed only by means of this system in the electronic order;

  automated information system “Notary” is integrated with the databases and information systems of the respective state bodies, the necessary information is obtained in electronic form on the basis of electronic interdepartmental interaction;

  register books are kept only in electronic form via the automated information system “Notary”;

  notarial acts are provided on an extraterritorial basis (except for matters of inheritance and restrictions established by law);

  identification of persons who applied to the notary offices will be carried out by scanning fingerprints.

  appointment of notaries to vacant positions is carried out on a competitive basis, the process of examination is broadcasted on the Internet;

  notarial acts can be performed in outdoor receptions on places;

  quality of activities of all notaries is assessed and rated.
