Information on the work done by the Anti-Corruption Department in the system of the Ministry of Justice for 6 months of 2022


In the first half of 2022, the Anti-Corruption Department in the system of the Ministry of Justice carried out the following activities to identify and eliminate corruption risks in the system of the ministry:

I. In the field of improving the activities of the judiciary and institutions to combat corruption:

– measures were approved to implement the tasks specified in the Decree of the President of the Republic of Uzbekistan PD-240 dated May 11, 2022 “On measures to improve mechanisms for eliminating corruption risks in the field of public administration and expanding public participation in this area”;

– an electronic system for keeping records of goods and other material assets was introduced;

– as a result of the introduction of new forms of public services, the composite provision of 17 public services had been launched;

– in the centers of legal services, the process of distributing documents is automated for more efficient and impartial consideration by employees.

II. In the field of prevention and suppression of corruption offenses in the judiciary and institutions:

1. According to the results of the assessment of corruption risks of the activities of departments of bodies and institutions of justice, 58 (31 high, 27 medium) corruption risks were identified.

In order to minimize these corruption risks, on August 9, 2021, the Minister of Justice of the Republic of Uzbekistan approved a 54-point program to combat corruption in the system of the Ministry of Justice of the Republic of Uzbekistan for 2021-2022.

In the first half of 2022, based on the results of the analysis of the activities of the state institution "National Legal Information Center “Adolat”, recommendations were developed for further improvement of anti-corruption activities, the practice of including anti-corruption clauses in civil law contracts was launched, training was conducted for employees of the justice and
anti-corruption institutions.

2. During the first half of 2022, the Ministry of Justice received a total of 61 appeals and reports about illegal actions of employees of bodies and institutions of justice through all official communication channels of the ministry. Of these,
46 messages were received through the “@anticorbot” telegram channel.

Based on the results of consideration of these appeals and messages, the employment contract was terminated with one employee, and appropriate disciplinary measures were applied to 10 employees. Also, preventive interviews were conducted with 40 employees of the authorities and institutions of justice.

III. In the field of ensuring and monitoring the effective functioning of the anti-corruption system in the judiciary and institutions:

In the first half of 2022, the department conducted compliance checks in 2 bodies and institutions of justice. Based on the results of the compliance audit, recommendations were developed to minimize corruption risks.

The Anti-Corruption Department conducts monitoring activities to eliminate corruption risks in the activities of registry offices, centers for the provision of legal services and educational institutions included in the system of the Ministry

IV. In the field of interaction with state bodies and organizations that carry out and participate in anti-corruption activities:

In accordance with the Decree of the President of the Republic of Uzbekistan “On additional measures for the effective organization of combating corruption” dated July 6, 2021 No. PD–5177, from October 1, 2021, practical assistance is provided to the Ministry for the Development of Information Technologies and Communications and the Agency for the Development of the Pharmaceutical Industry.
