Information On the work done in the system of the Ministry of Justice of the Republic of Uzbekistan for 9 months of 2022


During 9 months of 2022, the following measures were taken in the system of the Ministry of Justice to improve anti-corruption mechanisms, as well as to identify and eliminate corruption risks:

I. In the field of improving the activities of bodies and institutions of justice in combating corruption:

– as a result of the introduction of new forms of public services, the provision of 17 public services in a composite form has been established;

– measures have been taken to implement the Decree of the President of the Republic of Uzbekistan dated May 11, 2022 No. PP-240 “On measures to improve mechanisms for eliminating corruption risks in the field of public administration and expanding public participation in this area”;

– an electronic system for the import of goods and other material assets was introduced;

– the process of consideration and distribution of documents in the centers of legal services is automated;

– improved anti-corruption mechanisms of the Ministry of Justice.

II. In the field of prevention of combating corruption in the bodies and institutions of justice.

1. In the system of the Ministry of Justice in August of this year, an assessment of corruption risks was carried out. According to the results of the assessment, 109 corruption risks were identified in the system of the Ministry of Justice.

In order to prevent corruption risks, on August 25 this year, the Minister of Justice approved the Program for Combating Corruption in the System of the Ministry of Justice for 2022-2023, which provides for 36 measures.

In order to minimize corruption risks, 4,150 employees of the management personnel of bodies and institutions of justice were trained.

2. In total, for 9 months of 2022, the Ministry of Justice received 78 appeals and reports through communication channels about illegal actions of employees of bodies and institutions of justice.

Of these, in total, 72 messages about illegal actions of employees of bodies and institutions of justice were received via the “anticorbot” telegram channel, via 6 other communication channels.

Based on the results of the study of these appeals and messages, employment contracts with 2 employees were terminated, and appropriate disciplinary measures were applied to 19 employees. Preventive interviews were also conducted with 63 employees.

3. International audit organization "CERT International" s.r.o. conducted an audit of the Anti-Corruption Management System of the Ministry of Justice, aimed at studying its compliance with the international standard ISO 37001.

Based on the results of the audit, the experts gave a conclusion on the full compliance of the Anti-Corruption Management System in the Ministry of Justice and the effectiveness of its work with the requirements of the international standard.

III. In the field of ensuring and monitoring the effective functioning of the anti-corruption system in the bodies and institutions of justice:

Within 9 months, the Anti-Corruption Department in the system of the Ministry of Justice carried out a compliance check for compliance of the activities of 3 bodies and institutions of justice with the Anti-Corruption Management System of the Ministry of Justice.

According to the results of compliance checks, measures to eliminate corruption risks were determined.

IV. In the field of interaction with state bodies and organizations engaged in and participating in anti-corruption activities:

Assistance is provided to state bodies and institutions for the implementation of an internal anti-corruption control system in accordance with the requirements of the Decree of the President of the Republic of Uzbekistan dated July 6, 2021 No. PP–5177 “On additional measures for the effective organization of anti-corruption activities”.

Methodological assistance is provided to state organizations in the implementation of anti-corruption measures provided for by the Decree of the President of the Republic of Uzbekistan dated May 11, 2022 No. PP–240 “On measures to improve mechanisms for eliminating corruption risks in public administration and expanding public participation in this area”.
