In our country, systematic reforms are being carried out to improve the quality and efficiency of legislative acts, to introduce "smart regulation", in particular methods of assessing the regulatory impact of legislative acts, which allow to make deeply thought out and calculated decisions.

One of the topical issues is the training of specialists who carry out the identification and evaluation of possible consequences that may arise as a result of the adoption of legislative acts.

At the same time, by the decree of the president of the Republic of Uzbekistan № PP–5025 of March 15, 2021, the Ministry of Justice is entrusted with the task of improving the qualifications and skills of the personnel responsible for assessing the regulatory impact of ministries and departments, as well as local executive authorities.

Therefore, in August-September of this year, special training courses on assessing the impact of regulation in cooperation with the European bank for reconstruction and development were organized by the Ministry of justice for employees of ministries and departments, as well as local executive authorities. National and international experts with rich practical experience in this field, including professors of the Academy of the organization of European security and cooperation, were involved in order to organize the training courses at a high quality and high level.

In these training courses more than 60 ministries and departments, as well as 112 employees responsible for assessing the regulatory impact of local executive authorities, acquired the necessary qualifications and skills.

In this regard, on October 28 of this year, the head of the Office of the European bank for reconstruction and development in Uzbekistan received certificates to the audience who successfully completed the training courses. Drakinos and the minister of Justice of the Republic of Uzbekistan Tantanally handed over by Karimov.

The participants of the event recognized the high level of Organization of the training courses and the potential and experience of the speakers. They also expressed their wide use of analytical methods such as Impact Assessment in the process of future norm creativity.

At the end of the event, it was determined to conduct such specialized training courses on a regular basis, to organize training sessions in traditional and online form with the participation of foreign experts, and ultimately to further increase the number and quality of specialists in assessing the regulatory impact of legislative acts in the Republic.
