S. Sattarov was born in 1980 in the Pastdargom district of the Samarkand region, has a higher education, graduated from the Tashkent State Law Institute in 2002, the Academy of State and Social Construction under the President of the Republic of Uzbekistan in 2006, majoring in jurisprudence. .

He started his career in 2002 as a senior consultant of the Department of Business Protection of the Ministry of Justice.

Since then, he has held various responsible positions and still headed the Department of Justice of Surkhandarya region.
